RATIFICATION

By 2002 all member states have agreed on the various protocols. Not all protocols have yet been ratified (ratification means that the State that has signed a protocol also passes national legislation which gives the Protocol full legal effect on its territory) by all Contracting Parties (see Table). Each Member State is bound to implement the protocols it ratifies.
