The Climate Plan in Wildpoldsried

The Local Context

WE/WIR (Wildpoldsried – innovativ – richtungsweisend) take responsibility:
this is the title of the climate protection framework of the town of
Wildpoldsried, a concept which was proposed by the value creation work team
and was unanimously accepted by the town council in 2010.

Sustainability and Responsibility are defined in the objectives set for 2020:

  • WE produce more renewable energy than we consume
  • WE reduce more CO2 than we generate
  • WE shape our future
  • WE maintain quality of life for our children
  • WE are in favour of efficient technologies
  • WE use the gifts of creation: wind – sun – water - earth

Reaction of the municipality to climate change (Mitigation and

 “Wildpoldsried innovativ richtungsweisend – WIR - A town goes its own way”:
under this motto, an ecological profile for the town has been drafted in
Wildpoldsried since 1999 with the involvement of the citizens, and has
received local, Bavarian and international prizes.

For this reason WE commit particularly strongly to:

  • generate renewable energy and save energy
  • use as much ecologically grown timber as possible in building projects
  • protect surface and underground water resources as well as the
    environmentally friendly purification of discharge waters.

In 2010, already 321% of the overall electricity requirement of the town was
generated from renewable sources (wind, sun, water and biogas). 100% of
the town buildings are heated by means of biomass. The objective is to
generate from renewable sources all the (calculated) energy requirement by

Mitigation Strategies

  • Spatial Planning
The urban plan for an energy neutral building area was approved in 2010. The
objective is to produce more energy than needed in the settlement. The
stimulus to do so was the reimbursement of €15 per square meter of area for
a certified passive building or an energy efficient building of KW40. A sun
protection project for the land was assigned by the municipality.
Already in 1996, the school was expanded using interlocking wooden panels,
and the old building as well as the school gym were renovated to be energy
efficient in 2011.
The refurbishment of an old tavern takes place following the rules of passive
houses (with expansion) and will be used in the future as an environmental
training centre (workshop rooms with accommodation).

  • Energy
Electricity production from regenerative sources

Through 190 photovoltaic systems (3,600 kWp), 5 wind city power
plants, 4 biogas plants and 3 hydroelectric power plants, in 2010
already more than 321% of the electricity requirement of the
whole town was produced from renewable sources. Nearly 400
kWp are produced on the municipal roofs.

Heat production from regenerative sources

With respect to heat production, since 2005 the “Wildpoldsried
town heating system” is active, which supplies all town and public
buildings through a district heating network. Private buildings
along the main line had the opportunity to join in, however they
were not obliged to do so. Heat was produced at first only by
means of a biomass boiler (Mawera) with a capacity of 400 kW.
The system is heated by means of wood pellets, since the heating
station is in the middle of town. On demand from the citizens, the
district heating network has been expanded three times. The
length of the main line grew by 795 m to 2,554 m. This was also
made possible by the additional supply of heat from the Biogas
boiler. Only one boiler is in operation in the summer and the pellet
boiler is not operational. With 42 connected buildings, in 2010
more than 220,000 liters of heating oil were replaced by energy
production from renewable sources, eliminating almost 600,000
kg of CO2. At the same time, heat users make significant savings
in heating and maintenance costs, since heat from renewable
sources is obviously cheaper than heating oil and there are no
longer costs for chimney sweepers etc. In addition, approx. 1900
m² of private thermal solar plants are in operation. A large
number of private buildings are heated with local wood.

  • Transport

Wildpoldsried has excellent connections to the local public traffic network. In
addition, through the local paper, free of charge car sharing options are
offered. In the wake of the project IRENE (Integration of energy production
from regenerative sources and electric mobility) next year the use of 40
electric cars will be tested in town. Partners of this pilot project are Siemens,
the Allgäuer Überlandwerk (AÜW), the technical High School of Aachen and
the High School of Kempten.

Adaptation strategies

  • Tourism

In the past, tourism in Wildpoldsried was nearly negligible. Being an energy
town, it is now attracting increasing number of “energy tourists”. For this
reason, in spring 2012 an environmentally friendly training centre (built
following passive house specifications) will open. International visiting groups
but also guests and people on holidays will have the opportunity “to meet and
sleep without CO2 emissions”. In addition, by then a Pedelec-electric bikes
lending system as well as a lending system for electric cars will be available.

  • Water and water resources

The protection of surface and underground water reserves as well as natural
purification of discharge water is part of the environmentally friendly profile of
the municipality of Wildpoldsried.

Through the project WiWaLaMoor in 2005 additional significant elements, such
as rain collection, natural ponds for bathing and a vegetable purification plant
were networked in an optimal way. The open classroom at Infostadel provides
exhaustive information regarding the project during class walks and excursions.

  • Development of applied research and stronger awareness in the
    general public. Actions for citizens

Since 2000 – Free of charge energy advice for the inhabitants of Wildpoldsried
2009 – “Pump exchange project” for Energy saving and Energy efficiency:
many citizens exchanged their old heating pumps – the biggest energy
consumers in each building - to have highly efficient pumps
Since 2008 –Thermography project: by means of photographs taken with a
heat camera, landlords get to know which insulation measures make sense
and are necessary in their house (in collaboration with local company
Stegmaier GmbH).

Wildpoldsried municipality is a member of network Alliance in the Alps.
Network"Alliance in the Alps" is an association, founded in 1997, that
now has more than 300 municipalities and territories in seven countries
of the Alpine region. Starting from the principles of the Alpine Convention
(, the States, in cooperation with their residents, do their best to promote
sustainable development of the alpine habitat. The main idea of the
network is "exchange - resolution - exercise". As one of today’s key themes,
 many actors deal with the topic of climate. But unfortunately, also actions
that violate the principles of sustainable development and are contrary to
nature conservation, are still taken. For the Alliance in the Alps it is
therefore especially important to supports its members in their sustainable
efforts to protect the climate. The new DYNALP-climate program created
adequate basis for their actions.
